Planet Coaster 2 very sluggish

Just tried playing PC2 today on my MSI Stealth laptop. It ran PC1 well but a large park with dense scenery, attraction, and packed full of people, I had to set the video quality settings to mid-range. Still, the game ran fine.

On PC2, I'm trying the very first park in Career mode. Moved the camera around and then built a teacups ride as well as its queue and exit path. Problem is, frame rate is perfectly acceptable to me for ~1 second and then for 2 seconds everything in the game slows to a crawl. Repeat, ad infinitum

There are no corresponding problems with the audio.

I have tried upgrading to the latest Nvidia driver. Looks like I am using Version 566.14 released on Tuesday, Nov 12, 2024. I made it wipe out previous settings so as to restore to default.
I am using the Game Ready Driver.
I have the video settings set to the lowest possible level for every feature.
I turned anti-aliasing off.
I've shutdown System Tray apps like BackBlaze, Dropbox, etc.
I've let the NVIDIA software even try to automatically determine an appropriate overclock rate.
When the game is running it looks like about half of my RAM (32 GB) is being used.
When the game is running I am watching the GPU performance in Task Manager pegged at 95% to 100%.
GPU Temperature while game is running in a windows is 86C
PC2 Hotfix 1 is applied.
Steam says Hotfix 2 is showing as available in Steam but I'm not seeing anything to click that will apply it.

The smoking gun appears to be the GPU but the specs of the game say a 1060 is the minimum required. Even on my admittedly old 2060, though, the game is not playable.

Any ideas?

I play with a GTX 1060 6 GB, and the game runs smooth so far, I’ve played the first three career maps, so it’s unlikely that your GPU is the issue, since yours is better than mine.
 
Maybe your CPU is heating up and starting to throttle? It's basically at the minimum Spec.
Check in the game options -> Display Settings that it is using your NVidia GPU and not the Intel iGPU? Forget that I overread you verified its 100% loaded.

Other than that, in the same Menu, try disabling v-sync and/or switch from Borderless to Fullscreen.
