Planet graphics is broken in many ways and FDEV is in silence. Why?

Well, game for sure has resource management problems like memory leaks. That will be fixed, problem is to find it. Nobody can say exact date, that is like drawing Mona Liza - it will be done somewhen.
For me 99% is resolved by complete reload of the game once a hour or so. Then it works full ultras ok. And don't press F10 for screenshots.

Did you disable / delete the cache in the launcher?
I've seeing some posts on reddit about disabling the "Shader Cache" in nvidia control panel.

Well, not sure. I disabled shaders preloading in steam.
Try restart game directly in settlement when landed. So all VRAM will be free for that to load up.
Also things like google chrome love VRAM too, for example mine with this this single forum page eats 200Mb of VRAM.

<delurking> What we are playing is not what was promised by a long shot. So folk have a reasonable 'reason' (soo bad english, but I'm welsh so their's that excuse) to convey their disappointment.

This is the one graphical artifact that really gets may goat. Most of the planets I visit have this...how to describe it... moss like texture, that goes away the nearer to the surface you get. WHY? I've no idea, as I'm no graphics programmer, but Horizons had no equivalent problem.

So the OP was video plugging...no. pretty good representation of what we have to deal with, I think!

Just out of interest, you have recorded in a very strange format (very wide). I assume you are using an ultra wide monitor.
Have you checked your model draw distance and tried increasing it? Terrain work as well (someone else posted earlier), turn that up as well.
Also have you tried setting the resolution to something like standard 1920x1080? Mainly to see if you get the same results.

I'm assuming your 3090 is coupled with equally beefy processor, motherboard and memory.
 
I hear they‘ve hired the Bagpuss mice to fix it. To be honest do you really think they just sitting back and not working on the issues - do you really think thats the case - they broke it deliberately- really? Really? That they are sitting in the Dev studio watching Anime with their feet up. ? Sure they messed up but come on.

I've disabled the shaders cache in NVIDIA Panel and so far it's better. I'm heading to the settlement that I had the issue and test.
Nice ideia change it to 1080p. I'm running at 5120x1440p and that could be an issue.
The processor is an i9 9900k with good memories, I don't think this is the issue.

They clearly released an unfinished product. This is a fact.
I don't thing they broke it deliberately, but it's clear that there are many issues with planets and they're ignoring (literally) those issues. You can see that in the videos that I've posted.
The cached shaders is related somehow, the @alexzk idea seems to improve the experience.

Edit: The reason (for ignoring) could be that they're focused in console release and fix everything there.

When playing my cpu only gets hit with 9%, I find i have less stutter if I mark elite as high priority in task manager.

In normal GPU gets hit 100% at settlements, when using FSR CAS gpu only get hit with 74% fps does go up by 7 to 8 fsp.... shame it doesn't use all of the GPU when CAS is enabled.

Weird CAS does use 100% when on foot in stations, its only plantet surface settlements which it doesn't

They don't. Just extra hard to find the reason. Microsoft office had memory leaks for 10 years or so - slowing down hard when u work for long.
Alex, you're right about the issue.
As you said I disabled the shaders cache and the improvement was noticeable.
In Mercury I had no issues and in IAH BULU much less that we can see in the video.
You definitely know what you're talking about.

Those aren't my issues. Repeated features and low res textures it's another issue; mine it's popup graphics when approaching the planets and moons; but it's seems related with shaders cache and the tip that alex gave us improved a lot.

Yes cached shaders is the top idea - i noticed that shadows is dropping things as well. Yep i think they trying to be focused

We paid FULL PRICE for an expansion that AT BEST only MOSTLY works. This isn't a typo, this is entire gameplay sections mirroring grinds that got FIXED due to common outcry. This is absolutely HORRIBLE fps, and horrible fps drops near settlements. This is networking that is willing to drop team members into different instances.

Having personally gone out bounty hunting with squadron mates, and having wing signals instead of ships for people in WING, is just baffling to me. At release, I left a person FLOATING in the middle of a station by having the nerve to dock with them in the passenger seat.

That, and a customer took apart a frame render and was baffled by how bad the gamma was and how inexplicable some of the steps were. That is the exact opposite of optimization.

This is not okay.

Some texture stuff is actually tolerable for me. The invisible rocks are distracting, though.

And let's be honest... Anyone who tested Odyssey before the release (an internal tester or even a community manager) would see that the game wasn't ready. So, you're right and there is no way to disagree with you on this.
