I wonder how come there wasn't a single dlc pack between April when Barnyard pack was announced and December? Was it because Planet Zoo creators and designers were busy with planning pack bundles for Console Edition?

Probably planet coaster 2. Also, there usually isn’t a dlc in between December and April.

Yes, barnyard seemed rushed to me which probably was the focus on console.

They seemingly confirmed that this is because they were working on porting all the content to console yes. It's the closest you'll get to a confirmation in that regard.
