Planet Zoo wants to go online

The game often seems to forget that it has already had the first game start after installation with internet connection. I don't usually have my gaming PC connected to the internet, it is only turned on for game downloads and the first game start. But Planet Zoo often shows the message that it is the first game start, although it is not, and it would like to connect to the internet.
Does anyone else have this game with memory lapses?

If playing in Franchise mode then you would have to be online in order to play it.

It is not the Franchise Mode it is the game that does not want to launch.
This message and it is not the first launch of this installation.

I've run into this with some Steam games. They don't want to launch in offline mode. I'm trying to recall if I've been able to play PZ on challenge or sandbox when my internet is down or something. I'm pretty sure I've been able to.

I haven't tried to play PZ outside of Steam, though.
