Way back in forums, I remember FDev promoting “triple elite” player factions in which active player factions would be rewarded. My guess is that never got started as there was no good metrics to gauge player faction activity. That changed with EDDM, EDDB, EDSM, INARA, etc. storing data from the CMDR logs. These sites have nice dashboards for each faction. However, the only metric to compare factions is to sort the number of systems controlled.
.
My idea is to see if the community can come up with some meaningful metrics for player faction activity. Using the EDDB “populated_systems” and “factions” nightly dump JSON files, I came up with these six:
1) Number of Systems Controlled
2) Number of Systems Present
3) Population Controlled – The sum of the total system population for all systems the faction controls. Looking at only the number of systems controlled gives an advantage to factions on the frontier were the population of the systems is small. This metric reflects the difficulty in operating in the population dense core
4) Population Influenced – The sum of the total system population multiplied by the faction’s influence for all system present. Again, this metric reflects how much more work it takes to build influence in high population systems.
5) Farthest Expansion from Home System – The distance from the faction’s home system to the any system present. I don’t know if this is a measure of activity; I was just curious.
6) Farthest Two Systems Present – The farthest distance between any two systems the faction is present.
.
I put the output in a spreadsheet so can search, sort or filter.

I asked CMDR Obvious to analyze the output. He concluded that one group of factions are at the top of metric 1 and 2, another group dominate metric 3 and 4, and a third make up metric 5 and 6. A few groups do well in several types of metrics. Below is a quick summary from the spreadsheet.
.
Sorted by Number of Systems Controlled and Systems Present, the Independent aligned “Winged Hussars” are at the top of list. The top Alliance group is the “SAP Core Legion” in 8th place, and the top Imperial group is the “East India Company” in 16th place. The Feds just break into the top 30 with the “Blood Brothers from Alrai.”
.
“Aisling’s Angels,” “Perez Ring Brewery,” and “ARMADA Corp” are well down the list in terms of systems controlled, but lead in the set of metrics for population controlled and influenced.

Sorted by Population Controlled, the “Winged Hussars” drop to 34th place, and “Aisling’s Angels,” “Perez Ring Brewery,” “ARMADA Corp,” and “Blood Brothers from Alrai.” move into the top 5. The top faction is the “SSL Interstellar PLC,” they also scored well on number of systems controlled placing 19th on the list.
The Federal “Starship Enterprises” only controls 1 system, but it’s population is large enough to put them in 6th place.

Sorted by Farthest expansion from the home system, “The Fuel Rats Mischief” and the “Federal Tactical Force” take the top spots even though the control few systems. “Sirius Inc” and “Cannonn,” who made the top 30 for systems controlled, move into the 3rd and 4th place. The top Alliance group is the “LHS 2541 Alliance Combine” in 5th place. The top Imperial group is “Pauline’s People’s Party” in 14th place. The factions that dominated the population controlled metrics fall well down the list.

Overall the “Winged Hussars” did well in each type of metric. Ranking player factions is subjective as it assumes the goals of player groups are the same. Any ideas to broaden the metrics would be valuable.
