The problem with player-owned stations is the implementation. After a few weeks you will have to travel quite a long way until you find one that isn't owned. Presumably you don't lose the station if you stop playing for a few weeks or a few years so 4 years from now imagine how far you would have to travel to find an unowned station! There is a similar problem with the idea of inhabital asteroids or the inflatable base idea as they would be absolutely everywhere.
I think the best solution would be some form of rental model or voting to be a governor type role so the numbers automatically prune themselves.
after a few weeks you'd have to travel far? There's probably 10 million stars close to the bubble - how do you think the player base is going to fill that up?
