Into the base game when you launch the new paid expansion.
I'm not saying do that for all the future expansions. It's just that horizons came out so long ago now that it's value as a separate expansion doesn't really fly after you pay more for boots or atmo landings.
I think horizons should have been part of the whole atmo landing expansion. Charging us for each planet type to land on isn't a great business model.
