I have 4 power cells in inventory. The first issue I had was no one was refilling my power cell generator because it said resource unavailable. The second issue I am having is that I have a trading post ship awaiting one power cell only for final construction. I have 4 available, nothing else is using them, and I finally turned off the generator because I have 6 turbines going to supply my power, so no cells should be in queue to be used anywhere else. Attached is a screenshot showing the status of my trade ship and the available power cells I have.
