If someone is at the stage where their best hauling ship is an unengineered T-7, maybe they don't need to be unlocking Prismatics yet anyway?

A standard A-rated shield generator with Reinforced G2 or G3 can be engineered for minimal material cost by the easy-to-unlock Elvira Martuuk, and has roughly the same defensive performance as an unengineered Prismatic (and better regeneration, power use and mass)

Under the current rules, someone for who it's important to get this top-end gear has four weeks before they need to participate in PP itself to go through unlocking the early engineers, raising funds, and generally getting a much better ship. For someone interested in min-maxing, that's plenty of time to get something like a G3 Python; for someone not interested in min-maxing a moderately engineered standard shield or biweave should provide plenty of defences anyway.

There is a lesson in "Futility" here. Be realistic about the fact that at the end of the day, this is a VIDEO GAME. People play games, "FOR ENTERTAINMENT PURPOSES ONLY". Some of you are also hiding behind the excuse of a couple noobs affecting the BGS to grind their shiny new whatever. 1 tapping a unarmed T7 just because he/she may or may not swing the needle is B.S. FDEV is the one to talk to about tying them to PP, not me. So if increasing the NPC AI to be a smidge tougher, then so be it. But remember that the AI is tougher as your Combat Rank increases. So again, is it fair to put ELITE level NPC's against a "Defenseless" noob? I think not. At the end of the day, it's about having "FUN", not being ganked by someone taking a game too damn seriously. There needs to be a "BALANCE", and none of the arguments so far have contributed to a BALANCED idea to put forward to FDEV for possible review. Try being constructive and remember the grind as a noob. You all have either forgotten or just take sadistic pleasure in ganking noobs. Either way, it's still a game to be played as the person choses too. They should NOT BE PENALIZED for not having the capability to partake in open with G5 FDL clowns who breed/spread misery for fun. Again the "Toxicity" would need to be cleaned up. And that's the bottom line.
Speaking as an actual player who unlocked Cytoscramblers when the best ships I had were a T6 and Krait, in Open, your hypothetical scenario has a number of holes.
I do think it's unfair to potentially deny content (principally modules) to players who only use PG/Solo, thus I support sending the modules to Tech Brokers if OOPP becomes a reality.
Again do not presume to speak on behalf of module shoppers if you don't know what's involved.
There are 4 potential groups affected by this; Open Only proponents, Module Shoppers, BGS enthusiasts and PP Soloists. You indicate a couple of times your focus is BGS, be honest and make your position clear without misrepresenting other groups.

If its the best stuff, then maybe you have to risk something to get them? Its not much of a game if its grind and not skill and risk that unlocks things- the Elite ranks already catch out the unwary.

Plus if there is a distinction between personal gain and power gain you can separate out those who want modules alone- so those in open have both while those who are in solo get the personal gain (for modules) without engaging further.

Given I've done it twice (Cytoscramblers and Pacifiers) and likely to do it again (Alt Cytoscramblers) I'm not really in a position to say no. (In terms of the Cytoscramblers they're definitely worth it, Pacifiers not so much) Of course I'm holding off signing up my Alt to Delaine til v2.0 'cause I'm curious... (And v1.0 is a slog)

It's 3 trips (+ few millions for the fast track) using a T7 to earn 750 merits.

You're still talking about something which is going to change in a few (may be a couple) of months.

We do agree that modules tied to PP are a bad idea, but that's it. 🤷‍♂️

PP should be considered as a sort of "end game" (or advanced) activity in the game... 👆


I don't get the "futility" part, anyway it's a lof of ENTERTAINMENT to destroy players aligned to other powers! Who said the contrary? 🤔


Are you complaining about NPCs being too strong for noob powerplayers?

Or for the risk that noobs pledged to some power for modules are being shot by some one else in a murder boat pledged to an enemy power?
I am not "complaining?" about anything there... bruh. I am stating my personal insight and feedback received from others to share a different "perspective" to FDEV other than the commonplace one you and others have. Also it appears that you are not quite comprehending what I am trying to convey. So a lack of understanding is definitively present which seems to be creating confusion.
 
Now how are you supposed to destroy enemy commanders in solo? It's a multiplayer game.
It's a multiplayer game with different facets (henceforth Private Groups). Again if you actually read my entire post, you would then be "enlightened" and understand why.

Well, what I have understood is that the arguments here for FDEV are: "please don't make powerplay open only because we want powerplay available in private group game mode" adding as reason "because we want to have access to powerplay modules".

Am I wrong?

Frankly, from a powerplayer (and I am not a random powerplayer lol) point of view, both arguments (module shopping and private groups) are totally unrelevant. 🤷‍♂️
 
Combined with the gankers latest tool, the sco drive, and the P2, now open only PP. Gankers who let's face it don't give a flying.... about PP bgs etc, are gonner have a field day nailing module shoppers, and merit runners.
Each HQ of each power will be under virtual siege!
Gankers will flock back to elite ! SC will be a desert free of gankers as they all migrate back to elite.
Bring it on they say... truly.
 
Here is another B.S factor that no one seems to be considering. In OPEN ONLY PP, all "Outposts" can essentially be blocked from being undermined by 2 ships camping out in the hangers. Someone would have to leave to open and allow landing. Now that's real enticing gameplay let me tell you what. Fun & engaging yeah buddy. You OOPP crybabies with "but. but it's a multiplayer game"..... wwwwaahhhhhhh. It's what you want it to be, if a player so choses not to expose him/her self to you ganker toads, then that is THEIR CHOICE. That is the beauty of this game, you get to chose HOW you want to play it. No one should have to be FORCED to engage others if they do not want to. And on that merit should NOT be "penalized" for it. Again this was stated in my OP. Everyone one here is crying against it, is ganking really that alluring to you? Seems I would get bored with that rather quickly. But hey. small minds, I get it.

This part confuses me. Underminers won't be camping out at hangars blocking landing pads, and Haulers will only use the landing pad to unload and dust off, because another ship will want to land and unload too.
 
I live in hope that Command Capital no longer applies and that ANY minor faction can be in charge of a system, thereby meaning our space will be effective for Powerplay but at the same time, we can still be in charge. That way it pleases both camps, Powerplay AND those who like BGS.
