I completed this Assignment last night. My only thought is that you may have misidentified 'Reinforcement Systems'. Did you identify your Power's reinforcement systems on the Galaxy Map?

After you do the initial assignments there are much better ways to aquire merits, I never even look at them anymore and just do the fun stuff (for me) that also gets merits.

The requiremnents are not exactly clear, and through trial and error I eventually figured out what works. Just like everything in this game, it requires a spreadsheet to make sense of it

Did you sell them specifically in a Yuri Grom exploited/fortified/stronghold system?

Also, while your capital system at Clayakarma is a Stronghold, it's not a Reinforcement system (because it's invulnerable, so doesn't need reinforcing)

I would use the Galaxy Map and sort for the "Reinforcement" systems of your power. It works for me. I can describe the process if you need.

At Mrs. Zosia's in the vegetable shop. Of course, I attempted to access the systems under Yurij Grom's control. I clicked on the task and opened the galaxy map, from which I selected the system.

That's what I did. How else could I have done it? That's why I'm surprised by the lack of progress in this task.
