I read the PDF describing the rules of PowerPlay, and thought it sounded like a really well thought-out, balanced, interesting system for modelling conflicting major powers in the galaxy.
But as I came to the end, I couldn't help but think... this would be so much better if it applied to player alliance owned factions. The fact that this is all just AI factions makes the whole thing seem completely dry and rather unappealing to slog hours and hours of work into, just for a few faction specific rewards. Players competing against players is what makes online games fun - but then I realise it probably has to be this way because of Solo mode.
Of course doing this sort of things with player factions, whilst great, wouldn't come without its own problems - namely what if one faction just totally dominated, and ran away with the whole thing. There would need to be periodic resets etc.
It's the nucleus of something really good I feel, but it's difficult to get excited about helping AI controlled factions further their virtual agendas.
