I think the PP modules could have added variety, but to do this they must have some utility. A couple do, and provide some variety and flavour, which is great. The drunken missiles are great fun, and don't upset game balance. The shields are very nice for some people. The railgun, enforcer cannon and accelerator are just right in that they aren't much more or less, just different, so that's fine too. It wouldn't hurt if they were just a little bit perky. It's ok to have something to look forward to.
Some of the rest could be interesting in certain situations, if they were better than they were. If the mining laser was actually functional as either, preferably both, it would have been awesome. Go plucky little miner! But no, it's a sad little joke instead. It really verges on obnoxious. Same goes for the heat laser. Could a whole wing of eagles armed with the things bother a large ship? If so, then it would be interesting as a situationally specific tool. But I don't think that's the case, is it?
Not sure if the disruptor falls into this category. Perhaps with a wing armed with them they could really bother larger ships in a fun way, not sure. Same for the cyto...something to deal with an Annie's shields...a few ships dedicated to stripping shields and a finisher for the powerplant?
Same for the frag cannon, I look forward to trying it out and seeing if it is a superior module sniper.
Anyways, if the modules do anything to encourage creative ship loadouts and tactics, I'm thinking that would be great, especially in any pitched large battles, should they ever occur. But if they don't do that, then I don't see the point.
And limiting their size, in some cases, seems to punish a lot of players who can't use them. I think the fairest criticism of the rollout is how unevenly useful the modules are. People require a certain sense of fairness, and FD needs to be sensitive to that. Perhaps they are trying to encourage small ship use, which would kindof be nice, but if that was the point, the modules would have to be more useful. Perhaps all the players are missing the point, but I think the more likely truth is FD missed the mark.
