In the training scenario you take the power regulator out of a srv. Can you take the regulator out of your own srv to repower an abandoned settlement? Just curious if that worked in game.

Thee are several ways to obtain PRs.
They can be mission rewards. Check the boards and mission givers.
Restore/reactivate missions give you one to complete the mission with. If you abandon the mission, you can keep the PR, pay a fine and lose rep.
Raid an Odyssey settlement and take the PR from the PWR building. You get shot at, lose rep, and if not an anarchy settlement, get notoriety.
Take salvage missions. Many take you to PoIs where there is a big satellite, SRV or ship. Your SRV scanner will tell you whether there is a live PR present. You can always do the relog dance and take any live PRs that appear.
