Powerplay crime and punishment

Powerplay bounties no more... it seems. 🤷‍♂️

Looking at the in game explanation (via the powerplay map) one of the activities in exploited systems you can do to undermine an enemy player is to commit crimes. I'm somewhat confused, does that mean if its an exploited system I can commit crimes and then return unwanted to allied systems and ONLY have a bounty in systems controlled by the rival power? And when they say 'crimes', can I just butcher enemy settlements? It's a little vague

The bounty you'll have is with the local governing factions I believe rather than the powerplayer. No difference to the regular crime/punishment system, except you will be given merits on top. You can probably safely butcher settlements for merits yeah, although the notoriety would be pretty brutal.

Also, certain powers will give bonuses to the "Commit Crimes" activity, and depending on the power you are undermining they might give a bonus to it too even if your power doesn't.
 
Yeah that’s what is working poorly right now. Lots of situations where one faction is in control of systems that are PP opposites. So now you get punished in the control system while working for it to undermine the opponent’s system.
