Newcomer / Intro Powerplay - minimum requested rank for pledging a power?

A friend wanted to join the power after starting the freshly game - and the game says "Elite rank to low"

what's the minimum requersted rank? The "most current version" of the manual doesn't describe anything:

I assume the guy who developed Powerplay has left Frontier directly after compiling the module and they do not have any source code or documentation (the reason why the never touched it since then).

I think (its been sooooooooooo long) that you need to be mostly harmless.

Is it once you achieve rank increase beyond the first level, for any category? I say that because I was getting 'you can now pledge yourself to one of the powers' messages for my CMDRs when ranking up in the Odyssey categories.

I don't know, to be honest- I imagine so but don't quote me

Maybe the idea is that you can't have PP in the noob zone.
