Will a powerplay module be unlocked after 4 weeks of been pledged at rank 4 or it has to be exactly rank 3?

You have to be pledged for 4 weeks or more, and need to be at rating three or higher.
And yes, getting to rating four will at least pay for all the ammo you expended to take down all those Denton Patreus ships .
