I got a powerplay task to obtain powerplay goods in odyssey settlement, system must be in undermining state. I am pledged to Archer. I found closest system where Li is reinforcing, and "fist" is undermining (no offence Li, it was just a closest one to me). I went to some settlement, worked my way to open power containers and both were empty?

Odyssey Settlements not Spawning Items
Anyone else having issues with Odyssey Settlements not spawning Items? The data ports, foot lockers, and wall lockers, all empty. If I take a mission, only that item appears in whole settlement. If gone back and forth to different settlements and they all have the same issue. I even went to...
I completed the assignment today. Went to another system but in the same state (screenshot with same system type, I were in LP 532-81):
First I tried Akpabio Agricultural Holdings and it did not have any power lockers at all. So I chose by random Kobyliansky Chemical Enterprise. In my first attempt, I opened both lockers, got some loot, went back to Archer's system, offload it. Second attempt, I opened first (easy) locker, grabbed items, went to offload, but turned out I still need one item more. I went back to Kobyliansky in third time, opened 1st locker and it was empty:
To repeat myself, I went to another system, returned back and locker is empty. I opened 2nd locker (it was harder because of guards) and there were 2 power items inside.

Unlucky to see both empty. I see one empty case fairly frequently, particularly if they're outside.
I'd say cases outside run around 50:50 chance to be empty.
Cases inside have at least a 75:25 chance to have items.

I had two containers I found last night that each had 4 PP items in, so I must have nabbed yours.
in my experience the power containers tend to be somewhat empty compared to normal ones. i think my average would be proably 1 item per container, as good amount of them are indeed empty and very few of them had more than 2 items.
I have encountered a bug, twice now, where the settlement behaves as if I just relogged on site.
