That is, you always fly with premium ammo just in case, and if you get a NPC?

Not everyone is a combat wizard
Some people need the extra oomph to fight some of the nastier NPCs

I would assume it's valid for certain PVPers.
TC plasmas augmented with premium ammo can be nasty.

Premium ammo is great for high CZ as well, esp when winning rather than spinning cash is the objective.

The problem with OP logic, despite the fact i apply the same line of thought to engineering, is associating or with particular activities.

Nobody needs engineering or premium ammo, but it makes life a lot easier in many cases. But it's hardly only the realm of "gankers or anti xeno fighters" either.

I don't mind Premium Ammo if it comes with downsides. To me its like pushing the weapon too far, and that it wears on the module. Or, it misfires once in a while wasting a little ammo as it needs reloading maybe.

It's a defense. And many people fly with SBs and HRPs to increase the ship's defense. I know a lot of people who use the premium on guardian weapons to kill Targoids faster. But I haven't met any people who use it other than gankers. As the resources for them lie for a reason.

Well congratulations, you've now met someone who doesn't use it for ganking or AX, because mats are easy come, easy go.

Current defence meta is ridiculous, and needs a nerf hammer quick, or at least a better variety of options for overcoming defences, or a more substantial negative effect for overtanking. [1]

[1] noting full well that its been this way for a long time, and nothing is likely to happen anytime soon.
