If it were an exploit, it would be an exploit FD are encouraging. FD have facilitated the Mobius family of Private Group's splitting into two, when the original Mobius PG became too full, and I believe FD also expanded the max group size for Mobius as well.
As always, I suggest we let the Dev's decide what is, and what isn't an exploit, rather than some overwrought Commander out to prove their loyalty to open.

Exactly. We choose to play by the rules of the group. These are rules WE WANT to play by. We can still duel and or fight if we consent to it. No psychopaths are allowed. We want realistic conflicts and realistic encounters. Not some bored teenagers behind keyboards with billions of credits to blow without a care in the world wanting to ruin other people's gameplay.

Surely private groups were intended for a bunch of friends? The management tools suggest as much.
If FD wanted a PvE mode they would have added that option to the main menu.
