Problem with sanctuary island challenge mode

First of all I do not know if this is a mistake of the game but I have noticed that when I play the Challenge mode in Sanctuary Island all the guests are either security employees or science employees. There are no tourists, not one. Is this normal?

It happens in any difficulty and it does not matter what stars you have.

It happens in any difficulty and it does not matter what stars you have.

In the Sanctuary campaign, At first there are only staff, but once you get to the last mission, guests start appearing because that mission is 5 Star the Park and other stuff.

Maybe that's why challenge mode only has staff.

I think he means challenge mode on Nublar North where you have to save the dinosaurs from the volcano. I've been saving a play on that map's challenge mode till the next dino pack comes out so I haven't had the chance to see if there are no "guests" but just employees.
