I PARTLY agree with you. They are, in fact, pre-engineered; BUT they are no different from any engineered module you can modify with normal methods. Therefore, i don't think it's totally necessary to label these HRP's.But look at this, some sentences from Update 12 update notes:

Now our HRP are pre-engineered, even if it's simple, regular engineering, not double, they are still pre-engineered. But they are not marked as this. And it was not clear
about further modification, until I tried.

FDev have been bitten too many times with vague wording not to make it very clear what was on offer.
As long as CMDRs had fun learning new stuff then it wasn't time wasted. Hopefully the wishful thinking brigade aren't too disappointed.
