But look at this, some sentences from Update 12 update notes:
The "Pre-Engineered" Frame Shift Drives obtained through recent in-game events can now have experimental effects applied.
  • This change also includes descriptions, tooltips, and fixes to various UI flows for many other pre-engineered modules allowing Commanders to better identify which modules are pre-engineered and if they will accept any further modification.
  • The development and customer support teams would like to thank everyone who waited patiently for this fix.
It was 11 days ago and already forgotten. They promised "to better identify which modules are pre-engineered and if they will accept any further modification"!
Now our HRP are pre-engineered, even if it's simple, regular engineering, not double, they are still pre-engineered. But they are not marked as this. And it was not clear
about further modification, until I tried.
Promises.......

I PARTLY agree with you. They are, in fact, pre-engineered; BUT they are no different from any engineered module you can modify with normal methods. Therefore, i don't think it's totally necessary to label these HRP's.

My understanding is pre-engineered modules = double engineered or beyond what normal engineering can do (like the recent power plant CG reward)

But yea, the wording could use a little refinement.

The second part of my comment was about explanation of further modifications, what they also promised in update notes. But - if this HRPs from CG don't belong to
"pre-engineered" category, then there's no need for explanation! It's obvious that regular engineered modules can accept experimental effect.
But I can see - if there's no in-game definition of "pre-engineering" and Fdev will use it deliberately on a case-by-case basis, then we can expect mess and confusion
again and again.
If HRPs are pre-engineered then my comment is right, if they are not pre-engineered then I'm wrong. Or maybe I'm right and wrong at the same time. Something like
Schrodinger linguistics? :)

LOL, slippery stuff, language.
In my book these HRPs are most certainly pre-engineered. If they are completely standard then you can probably even remove the engineering. Also, if they are completely standard, then there's no need for the game to treat them in a special way.
But the Update 12 text above should probably have used some other term - e.g. "double-engineered" or "specially-engineered", because that would have avoided the ambiguity when they do the unthinkable and supply a feeble-but-engineered CG reward that you can already create yourself. (Yeah the better solution is to never ever do that of course.)

FDev have been bitten too many times with vague wording not to make it very clear what was on offer.

As long as CMDRs had fun learning new stuff then it wasn't time wasted. Hopefully the wishful thinking brigade aren't too disappointed.
Yes, standard HRPs engineered to G5, without Experimental.

And still some Commanders will do the CG
HRPs are available now. Normal engineered G5 heavy duty, without experimental.
I am so very glad that I didn't waste my time on this one

May I continue something about "pre-engineered" modules and weapons here? To not start new thread. But maybe it belongs to Update 12 patch notes thread.
I noticed this

It is obvious that we players can't engineer any guardian weapon. So - all of them with symbol

are pre-engineered.
And now, why guardian plasma chargers are pre-engineered, but Gausses and Shards are not?
It's not a big thing, you can still detect engineered weapons by the symbol. But it shows us how FDev are superficial and careless.
