Module terminals are frequent mission rewards from scan missions in Quince system.
In order to get the permit for the Sirius system, you need to go to Proclyon system AFTER getting Allied with Sirius Corp(Sothis , CEO's, Avik systems).
At Proclyon, you land at the main starport, and look at the mission board for a Mission that states Sirius system permit.
If it's not on the board when you check, run a few missions and come back and refresh the board. The permit mission is RNG and is random. It will only spawn at one station at a time and may not be the main starport at the time you arrive.

You cannot land at Palin's base without the actual invitation being offered first....the base simply won't appear on the surface of the planet for you until you have that invitation.

Not strictly true, the engineers bases are always there and if you know the coordinates you can manually navigate to them, BUT they will open fire on you without an invite. it's the Navpoint in your left panel that doesn't appear until you have the invitation.

Hello.

I have the permit to Sirius, but not sure how I am to trigger to get the invitation to Marco Qwent. Will it happen automaticly but later (a tick of some sort), or I am I missing something?

It will pop up on the mission board.

...eventually! I tried every station in Sirius several times, re-logged at them all and it just randomly popped up, it was a really easy mission too, data delivery to an outpost <15Ly away & about 100Ls from the drop-point.

UPDATE:

I am Done!

This Video was by far the biggest help.

The longest part was going 5000ly and back. After that, it was a breeze. I gave all my discovery data to Sirius Corp which got me to allied quickly and earned me 10million credits!
