Engineers Ships Question on shield recharging.

Can anyone help answer this one?

If shields are not broken or totally shot down, do the shields continually recharge even as you get hit? Or must there be a 3 second break between hits for the shields to start regenerating on their own?

There's two regen.
Broken regen, when your shield is down.
And passive regen when your shield is still on. Passive regen stop for 3 seconds if you take a hit.
They have two different speed, that you can watch in the module stats, and those speed are only dependant of the shield Gen type and size. (the above steam article make the confusion between one or two things).
Regen take mw from your sys capacitor, at a value per second equal to regen mj/sec * distro draw/mj of your shield. Sys pips only recharge your sys capacitor and don't do anything for the shield regen in itself. But of course if your sys distro is empty you can't regen your shields.

Right, guess that is what I was asking. So you are saying that even if meter is over-flowing and I have 600 pips to shields or whatever, as long as the enemy hits me for 0.01 MJ of damage every 2.99 seconds, my shields will never ever recharge?

Yep. But tbh, it's not something that happen very often. If you manage the aggro of npc, you can 1v1 them and that's unlikely the npc will hit you every 3 sec.
And that's only for the recharge, As you perhaps know, your shield are 240% stronger if you get hit when you have 4 pips in sys, so you want pips in sys when you get shoot at.

Edit. To be precise, only the passive regen stop when you're shot at. The broken regen never stop.
