Question re: custom paint jobs

'Allo folks!

While my limpets haul in about a bazillion LTD's, I thought I'd pop on and ask a quick question:
From time to time, though I can't see one right now, I see wild paint jobs in screenshots that look custom.
I personally am a bit confused, since paint jobs are bought by ARX and therefore Frontier is unlikely to make the source files open and give their income away.
I just thought I'd check: is there any way to access your ships Texture file? Can one build a custom skin? (Probably not, for the reason above, I just thought I'd check. )
