However, I still think that the following threads should be stuck in the forum, if anything because of their paramount relevance to the Exploration profession:

The Galactic Map Project led by CMDR Erimus:
This incredible initiative from one of the most notorious explorers, is very relevant as explorers even looking for a destination to go or sharing finding in their trips are encouraged to post in it. Problem is that an exploration takes week and advances on this matter might not come on a daily basis as people involved need time to organize data and findings. What it does, is that forces this initiative down in the thread, several pages, by the time one wants to post something of relevance.
For the value of its information to all explorers, because it can unite our efforts in a single project, I think Erimus and his project deserves a relevant position in our Exploration Forum.
-The Galactic Book Of Records by CMDR Patau82:
This comprehensive guide to everything in the Galaxy is truly a feat made possible thanks to exploration, and the commited commanders that have made possible the discovery of biggest objects. A reference for explorer's to know if that "planet" they just found is a record breaker or not, and if it is, a reason to report when come back to civilization, this Book also gives the CMDR entertaining the Explorer's profession, a reference of what can be obtained as a result of our effort and that there is way more to Elite than just grinding between station. It would be a good attraction for those just passing by our forum for curiosity.
-The Comprehensive Registry of Earth Like Planets by CMDR Glynie:
Considered a highlight in any exploration, Earth Like Planets fascinate all explorers the same. This active and growing list of Earth Like Worlds collected by hundreds of explorers, gives us a glimpse on where and what to look when in the deep blue searching for them. Also, motivates explorers to showcase their finding. If this list is essential in any forum, that would be the Exploration Forum.
-Sagittarius A* Visitors Book by CMDR Marek15:
Some have called the Sag A* a "rite of passage" for Explorers, some go there for the race, for the challenge, for money, or even just by purely mistake. All of them, however, by virtue of reaching it, have visited at least 648 systems, making them Explorers. Every visitor to Sag A* start planning their trip here, in the Exploration Forum. Let's them have this thread fixed, for when they come back as well, to register their name.
-Exploration Jargon compiled by CMDR Mossfoot:
The only dictionary for explorer's role playing in the verse. It coined terms as "badlands" and "bowman" now frequent in the forums. The only and unique guide to understand explorer's language. This guide teaches us all to talk better "Exploration"!
These are, by far, the most Exploration Oriented threads I have seen in the forums. There are others I would like to consider, like one that is calling for strange systems, or for pics, but those are much more difficult to select as many people have posted their own versions on the matter. However, the above mentioned should absolutely be in the stuck notes of our forum, in my explorer's opinion.
I understand the fear to have a huge section with stuck like in Dangerous Discussion. I think that if a thread can answer the questions "How unique to exploration this thread is?", "Is this something explorer would want to know?" and "Can explorers help with this subject?" it is definitive candidate for stick! Let's handle the permanent section as a hard section to get in by those standards. Thread should also be popular.
Those five above mentioned loudly and squarely meet that criteria. Also, all of them were created by dedicated Explorer's in times where we didn't have the Exploration Forum, so many remain secluded in the Dangerous Discussion thread, whereas they would be honored here, in their rightful place.
I know CMDR dognosh have some of them already listed in his post, but these five are soooo essential and sooo popular in exploration that it would be incredible to do not have them in an honorary position in our forum. They stand out by themselves, like an O0 class star!
