Questions about the expansion of factions

Hi,
if a faction wants to expand in one station, does that mean they want to settle on more planets? is it also possible for a station to expand around a dock or shipyard?

Expansion state means that the faction is getting ready to move into another system. The RNG behind it all is often confusing, but a normal expansion will place the faction into a system within 15LY and only into a system with less than 7 factions already present.

No, we can't create new ports in the systems. That is all up to FDev.
