Currently the key remapping, for all there is of it, does NOT allow keyboard keys. I've tried it with my gigantic Microsoft wireless keyboard. The keyboard is invaluable for chatting (no-one ever replies, probably because they don't have a keyboard!) and for searching for systems, but otherwise useless in ED.
I don't know of any other console game, even complex ones, which allow remapping of any type, never mind the kind of things that FD have allowed in ED, e.g. swapping stick functions. HID inputs are completely standard in DirectX, and Microsoft's dev tools make this stuff a dream. I use Logitech Attack 3 joysticks for numerous projects at work, as they're so easy to interface, so there's no reason for them not to be able to do it, other than the "a lot of effort for a tiny userbase" thing. Also supporting non-standard stuff like this can balloon out of control, e.g. if disconnecting the keyboard mid-game causes issues, or using Smartglass for keyboard input conflicts with the physically remapped keyboard.
If it was me as a dev, I'd say "no"
