Ran into an Imp. Cutter with good shields. like...REALLY good shields. Like not even BUDGING shields.

Consider a single point defense to take out misiles and torpedos on that ship. It does lower your shield HP, but a point defense is one of the modules I overlooked, and it really helps a lot, especially against some of those torpedos that can lower any Cutters shield in the blink of an eye. It's also a great help during PvP if you decide to bail out.

Nah.
The PDT will do nothing helpful here (but maybe i would use PDT equipped SLF with that build - Aegis F version of Gu97 or Taipan)
Simply because missiles and rockets will do crap against those shields and one single PDT will do the same against torpedoes.
The 3x MRP will provide cover for some weird builds that are using Flechettes and they will be kept fully repaired by the AFMU.

I think the capital ships were never re-adjusted to account for engineering, so their dps is completely outscaled compared to the mj/resistance power creep.

Could be it. They really are a joke right now. I can just sit in front of them and blast away at the heat vanes without paying the slightest attention. I think it really drives home how much they let the engineering power creep get out of hand, that they had to give the ATR literal cheat weapons, to the point that they're stronger than an entire capital ship (which I guess just stayed the same because it isn't a priority or whatever) and on par with stations, to make them even remotely a threat. Although come to think of it I seem to remember cap ships being pretty underwhelming even pre-engineers.
