I tried posting this in the bug tracker but that no longer works (I submit issue but there is no confirmation and the bug report does not appear). So here it is... I achieved Elite II in exploration this evening and I received a message congratulating me on achieving Elite III. Thanks.

Bogus message for a bogus rank. Seems right.
Try submitting in another browser. I had that issue for a while, but got it to work in (sigh) Edge.

It appears that it may have gone wonky.
Yesterday, I recieved a message saying that my combat rank had increased to Deadly.....when actually it's only moved up to Dangerous
Also got a message invite from Lori Jameson......so at least that's working
Added: Yeah for me!!
After seven years playing Iv managed to get to Dangerous in Combat....despite shooting at VERY FEW Ships

Seems like a few of these things are borked at the moment still.
The issue tracker is a crap tool though regardless, but try submitting it in different browsers as some don't work for some reason.
Sadly FD won't see or act on this here mate, you'll have to put it in the tracker.

A few years back, I got the congratulations message for achieving Exploration Elite. I was the additional decal was added. I then took a bit of a break from the game. Returning, I was no longer Exploration Elite - though I was really close - and the decals had gone. I raised this as an issue, but even my game logs seemed to "cut off" before my achievement, suggesting I was close, but not quite there yet.
General consensus was that I just imagined it, or got the achievement during a Beta - I wasn't part of any beta - but I was never sure exactly what happened. My friend, who I regularly wing up with, remember me telling him I'd just achieved this milestone, so it wasn't just me who imagined it lol.
So, yes, once before I had what must have been an incorrect congratulations message, which seemed legit, but weeks later, it was like it never happened. Have had similar things when doing the Fed / Imp rank grinds, get the promotion mission, do the promotion mission, remain the same rank. That was a long time ago though.

Ranks are a bit...wobbly to say the least. I just got Elite II in Trade as mentioned and the message said Elite III. The right panel showed Elite II though. I then jumped to another system and the right panel reverted to saying Elite I. I then jump again and it's back to Elite II. Something very screwy here!
Just got promoted to Master and got a message congratulating me on my promotion to dangerous ( I wish) my voice command from HCS ad astra was correct.
I achieved "warrior" on foot rank, and I got a message congratulating me on reaching "gladiator". Very confusing.
My internet banking quietly switched to bloody 'Edge' without a by-your-leave nor with any communication.... dumped all other browsers..... couldn't get in to do vital transfer so phoned support...''OH you HAVE to use 'Edge'..... damned Microsoft......sign of the times mate!Try submitting in another browser. Yeah, i got a merc rank the other day and it congratulated me on getting the wrong rank.
I think its a typical rookie mistake.
Someone made a table and started the count at 0 but whoever did the routine started the count at 1 (or vice versa).
So its basically pulling the rank to congratulate you on from the wrong row.

Surely it means someone recently changed it to work that way, because I certainly have had most of my rank increase messages show correctly in the past. Regardless, it's more than a little screwy at times.

Did any ask for bank details? Logos all authentic? Spelling errors?
Yeah, that seems to be the case.
Its always amazes me how FD introduce new bugs like this all the time.
