Friend just got Earl near Cubeo.
And whether the missions were working or not: The Rep was still going up. So at worst, not getting the rank-up mission is a minor problem.

just accepted one, so its working again
if not instantly, just close and open the mission board and check all minor factions of the major faction you want to rank up with.
doesn't need relogging due to them showing up as chain missions now

Thats because the ranking has always been problematic, it worked better in the Alpha. You wouldnt understand because by the sounds of it you wasn't playing back at release or before release.

I just did a trade mission from Maia to Merope to get Prince. It is working again.

It's easier than ever now that you can pick reputation for a mission reward. I ranked up from Rear Admiral and Duke to Admiral and King in just a few hours.

I have to confess I gave up on the whole ranking thing after getting promoted for delivering a few tonnes of grain. It just all felt "off".
