My God will this madness never end!!! I have been grinding this fed ranking all week and still have a bit more to do. I reckon it's had over 20 hours. I keep getting attacked by NPCs because of the mission I am on. I lost a ship this week doing this rank up for the first time since around March when I first started out (and picked on a police vessel).
I am having to take all the missions that I can regardless of faction. It means a lot of jumping around and coupled with the NPC attacks and the distances to some stations this is a very stressful adventure to get my Corvette (not to mention the time cost). But I will try and put the hours in this weekend and get my Corvette (which I dont need/want or have a use for - just want to know I could if I wanted it).
Not sure if it applies, but if your only interested at this time to rank up in the FEDERAL Navy, then first and foremost only accept data and or cargo missions from FEDERAL Broker's, thus becoming allied with them and the station in both systems; Most utilize Sothis and Ceos.
Doing any missions for any other brokers will cause you to have to do additional missions for the FEDERAL broker's. I realize it's tempting sometimes to take the missions offered by the other broker's, but in a sense the Federal broker's will treat you as someone who is moon lighting. And if you look at the progress indicator, you'll see one of two either blue or red triangles, they will either be pointing in an upward or downward direction. A down red can only become an up red after doing at least three missions in success and successfully from the fed. After which the red will point up, three more to cause it to turn blue down, three more to cause the blue to point up. And three more to eliminate it.
None of the missions of other broker's will attribute to your FED rank. The missions you do for the fed rank while those triangle are visible will, but you won't see the credit until they are gone. The actual rank mission will not be offered unless you are a 100 percent, the gauge only goes to 100, thus if you've accomplished more than that, they will show after competion of a NAVY rank mission.
Bottom line, the fastest way is at SOTHIS and CEOS; Must be allied with all of them; Only do missions for the FEDERAL Broker's; With the exception of doing some cargo missions on occasion if and when there isn't anything else going on; ONLY do data missions; Unless you have an exorbit amount of cr's to throw away, don't bother with donations, unless they are less than 100,000 and offer at least two ++'s.
The same exact thing works if and when you get around to ranking up in the Empire. Though the systems will be different.
