I wonder if my odd results with the 5900X/5600X could be due to the fact that I was running tests in a KVM, with the least performant core in each case left attached to the host OS.

For virtualization it might be best to treat each CCX almost like a NUMA node (and some motherboard have the option to do this in firmware) or only assign cores from one CCD to Windows, unless you're sure you'll need more. I haven't played around with bare metal hypervisors or Linux KVM recently though.

Windows does do some odd scheduling stuff for me, but I haven't installed it on bare metal in years.

Windows has gotten a lot better at handling Ryzen 3000/5000 core topology with patches and I rarely see issues these days...when I do I just manually set affinities. CPPC preferred cores actually seem to work as intended most of the time. Things do get a little more complicated with the 5000 series and custom PBO curves. My current 5800X's least favored core, according to AMD (and CPPC), actually OCs the best out of all of mine and this causes occasional issues.
