Description
Trying to get docking permission in Open for the Rescue ships is a nightmare. 10+ people in Open tring to get a large dock permission and needing 15+ minutes.

Please think this stuff through before implementing something.

Steps to Reproduce
try to dock in a large ship in open.

This when we need a traffic control queue. And you get x number of minutes to be there.... In case people decide to stay on the pad for hours
