Restore Missions with Scavs & Security

Had an odd issue with power restore missions...
Take the mission, etc., etc., and get notified that there are scavengers - can you 'fix' this, etc., etc. So far, so good.

On arrival at the settlement, there are scavs - so I start picking them off... then i start incurring bounties too.

Appears that the scavs are interspersed with security - and now they all shoot at me, which results in an unnecessary increase in Notoriety :(

Anyone else seen this? Is it expected behaviour - not seen this before this week and have done a good few restore missions like this....
 
Expected. Don't shoot the ones without a bounty. Does actually add a bit more gameplay, though I was initially sceptical. Probably to do with powerplay.
 
Yes - they're not always there, but when they are they appear to be Powerplay agents.

(So if you're pledged, you get a minor bounty but a decent amount of merits for shooting them too, so it may just mean a quick IF trip needs adding)
 
If you're in one of your own systems presumably you don't get merits for shooting them? An allied systems they some up as green, and will help with the scavs, but still get annoyed if they see you in a restricted area / setting off alarms / with a weapon.
 
The problem is these security guards tell you holster your weapon while the scavs are shooting you 🙄
So it makes completing the mission almost impossible with out incurring murder bounties. 😡

I have encountered this. It should be clear from the display who are scavs and guards, especially it you let the scavs shoot. The guards will not attack you unless they see you doing something shady or scan you.

Noticed that too. At the moment I know only 2 workarounds to decrease such chances:
1. I'm looking on inara not just for any restore missions, but for minor Factions in Power space having state "pirate attack" (it still plenty of those for some hours I'm willing to put on that). This way gives much more chances to have only scavs on site.
2. To safely nuke bad guys with dumbfire using a fact, that "good and clear" guards are not firing at my ship nor chasing it, so I'm luring with a ship wanted ones away from guards (i.e on the outside of settlement) and then can dumbfire those saving some on-foot time and hassles.

Ah, but here's the problem. Usually no scav in a settlements has a chance to even recognize I'm hunting them, much less a chance to start shooting. And I usually engage from beyond scanner range so no way to discern Powerplay pinkertons from scavs. If it moves, it won't for long🙂

Yeah - me three.

Previously I've treated these as 'shoot first, scan later' missions.

I'll need to adapt my strategy :)
