As a gift for every Commander, the Retro Thargoid Bobblehead will be available in the in-game store (for 1 ARX) until 23 September (16:00 UTC).

Edit: I have just reset one of my Cmdrs and completed the initial training and earned 20 ARX!

I think it means, you can't login until 16:00 on 23/09/2019 (if you're lucky)

If I do get this skin will I be able to Transfer it to my World of Tanks account?

Yeah, everyone is guaranteed to have at least 1 ARX (arxs, arxes, arxi...whatever) by the deadline simply by playing the game normally.
