You're not hurting me by killing CG piracy.

With the current iteration of C&P, one must clear all bounties and fines before being able to turn in cargo for an active trade CG that is not taking place in an anarchy system.
This means CG piracy is effectively dead.
I suggest allowing access to markets and other services for a fee when such services are restricted by anonymous access.
Think of it as the inevitable corruption that would take place when individuals are given such absolute authority to refuse services to docked spacers.
Graft should still be a thing in 3304. Human nature doesn't change all that much.

I'm a psycho killer who plays at being a pirate on very rare occasions.

I haven't noticed an absence of content that screamed out "WE NEED PIRACY!" whenever I contributed to a CG. Or when I explored. Or when I traded. Or when I did anything else. I think you'll find that Most People™ simply don't care about having piracy as part of their space fantasy unless they want to go out and be pirates. It's just not worth the investment of time to make such things meaningful when people actually just don't give a doodle.
So yeah, we're actually specifically hurting YOU when we say no piracy. Hey, we're PvEers, nobody said our aim was good.

The whole point in pirating a CG is so the equipment that you steal doesn't reach said CG...
Otherwise what's the point in opposing it?
Seems to me that adding a black market that accepts only the CG goods to the CG station (if there isn't one already) addresses your needs.
The main point here is that C&P has all but killed "legitimate" piracy, and encourages simple ganking.
