Revive The BDS, And Make It Part Of The FSS

That's right. Not the ADS. The 500 light-second Basic Discovery Scanner should be folded into the FSS and not cost module usage.

Now that all systems are being strip-mined by players using the FSS, it's only fair to assume that the FSS could easily work out to the BDS's range. Even 100 light-seconds is almost auto-scanned, currently.
 
As you say, there is already a built-in passive detection to the disco scanner. It is set to about 30ls I think so maybe what you suggest could be achieved by them increasing that to 500ls?

Go with the IDS instead, since the invisible old-DSS already has 1,000 Ls range for resolving gas giants.

I'm 10k ly from the bubble atm, and in the last 9k I have come across 5 explored systems, so I'm afraid the basis on which the OP is built sounds a bit shaky to me.

Correct. Any value greater would be correctly panned. 100 light-seconds works as well.

Now that players are using the FSS, every system they encounter tends to get strip-mined, not every system that there is. :)

I remember when there were a bunch of players back in the day who complained that previously explored systems WEREN'T fully scanned.

They don't even now, I see plenty of panets scanned but not probulated, so they can follow me around and probulate all the bodies I ignore for not being interesting enough, you know those icy balls of nothing around brown dwarfs. 🌑

I'd be one of those. I only probe the planet I intend to land on. I don't see the point in probing planets that I can't land on. The only reason for that is tags and credits and neither are high up on my list.

I'm hoping that the 2020 update is atmospherics so I have more choice of what to land on and explore.
