I think you are asking how to plot to a set of latitude/longitude coordinates?
If so, you can't, at least not with in-game tools.
You just fly to the planet, get into orbital cruise, and then look at your HUD where the lat/lon is displayed. Then fly as needed to get to the coordinates you're looking for.
