Cities skylines has a tool (I think it is a mod but not sure) that kinda does this, except better! [haha] Basically it allows you to draw splines on the map, and spawn props using a certain interval. Let's say you want a neat row of threads next to one of your roads (or paths in PC). Instead of placing each individual tree, you just draw the bezier curve following the road and it places all the trees at once! I really hope we get to see a feature like this in Planet Coaster, as it would make placing everything from trees and hedges to lanterns and fences so much more easy. But more importantly, it would place them at the exact distance you specified from each other and it would save a lot of time.
Currently placing custom fences, curbs or whatever alongside paths is the most boring thing ever. It's such a chore.

anyhow, what you like to have is still not in-game. I've build some different kind of rulers a while ago and put them in my workshop:

I'd love to see an in-game ruler too, cause it would hopefully be more flexible and easier to expand and definitly more exact. i should point out that this was built before the winter(?) update which gave us 1m steps to split up the grid. My custom rulers are all based on the old 2m grid but they offer helping markers which can be as small as 10cm steps. Today i'd rather use billboards to display an exact-as-possible, linear scale, even if they tend to be enormous performance killers (if you're done with your park you don't need the rulers anymore, so don't cold-shoulder your custom rules, put them always back into a location you can easily delete).
but these custom items still do their work quite well, too. Simply select one of these and go into edit mode, select everything and paste to the ending you like to expand. then stop edit mode and move your custom ruler to measure what you like.
