Ruling Party wants me to kill its own ships?

I'm in Ross 302. Allegiance: Federation. Ruling the Outposts: Green Party of Ross. Allegiance: Federation.
Mission available by Green Party of Ross: bring down the authorities. Target Type: Authority. Target Count: 3.
I don't get it.

Additionally, when I'm attacked by a wanted criminal in Ross 302, no Feds show up to help me.

Its because in ED dynamic means random; I've seen many silly missions like this due to them being randomly generated, the surface of the game is fun but it has no heart, so you either need Barney level imagination or the ability to just ignore it

Isn't their allegiance due to the system they are in? So they could still be opposed to the federation somehow? That's how I interpreted that stuff.

Maybe, but I've literally gotten authority assassination missions in the same system from the ruling faction
