We just want to keep them at a healthy (for them) inf level. All, beside the Dragons ,close together so they can be happy and don't feel left out.

No need to be overly aggressive as it's the PvP hub and from what I understand lots of people come to practice to San Tu. In the same way how the coalition to flip it back to Anarchy was very diverse. You might want to check the ships equipped with kws and talk to them about the benefits of an Anarchy system. We had good success with that in Carcosa. Most people understood the reasons and came back without the kws.

Some work to secure a healthy lead for Dragons and maintain them now. No need to expand them out, just enough to keep them a safe distance from another control war.
