Saving lives is... illegal?

So, I'm off bopping around the Pleiades, and I keep coming across planets with distress beacons. Seems there's a LOT of bad pilots out there, because every single planet is LITTERED with dozens of escape pods.

So, I go collecting them, saving the poor souls trapped within. I even discarded several cannisters of platinum, gold and palladium to make space for my humanitarian cargo.

So, I launch, set course and... what's this? ILLEGAL CARGO?!? I'm carrying escape pods, how can that be ILLEGAL?

Makes no sense.

Turns out several of the pods are marked as illegal cargo. They're OCCUPIED, they're not cargo, they're rescues.
We should really have this changed. I should never be charged as a criminal for saving lives.

(And yes, I realize the Empire keeps slaves, and so these might be stolen slaves in the pods... but in that case, returning them to the Federation would be freeing them (a good thing in Federation eyes, and so NOT illegal), and returning them to the Empire is returning lost cargo (also not illegal).)

What makes you think that the people that controlled that system wanted those people alive. ;)

There IS no one in the system... but even if there were, wouldn't they WANT them alive, so they can execute them (perhaps they're criminals, who knows what diabolical thing they did to deserve death... they might have charged their suit from a public outlet, or walked past a guard who wanted to scan them, or unintentionally stood on a landing pad for more than 3 seconds... or perhpas they tried to save someone's life...).

If you collected them in space, they're considered stolen. Only surface-cargo is legal to collect without being flagged stolen.

Not saying it makes sense, just explaining the mechanic.

They were on the ground, at a Distress Beacon.
 
This has been stupid for a long time. Surely this could be an easy fix to make ALL escape pods legal salvage. FD even added a rescue component to the game.

Hard to understand.
 
I thought these could be turned in at Search & Rescue (another career thing that should be fleshed out and given Elite rankings).
