I am just returning after a considerable time away. I went to a settlement, and made sure to stop when guards wanted to scan me. At one point, I got a scanning notification so stood still but there was no guard. I waited about 3 min, nothing was happening, i went to start moving again, bam 500cr fine. Getting myself killed from there was my fault but still, this sucked. Does that happen often?

Newcomer / Intro Scanned but no guard, fine

I don't think I've ever seen the fine for that. It's usually a death sentence. It's possible the guard was trapped in the ground.
Here’s my guess and a long run-on sentence follows: You were jumping around and briefly landed near a guard that you may or may not have noticed who wanted to scan you but you had already bounced away before you got the notification so you landed and waited to be scanned but the guard was out of your sight and got stuck trying to get to get to your position which is ok legally but somewhat of a stalemate which was eventually broken when you got tired of waiting and left, then the guard went hostile and radioed his buddies and they all started chasing you with deadly intent but you ungracefully managed to not get away and were eventually reduced to a small pile of space pixels under a wisp of light blue smoke.

I'd been semi afking in the area and just recharging suit (recharged like 3 times), i'd gone around looking for guards, being scanned by them, and just poking around as i'm terrible at this ground stuff. I'd been there for like 20-30min, i was outside the door of a building with a charging port, and i got the notification of a want to scan as i was moving off the raised walkway in front of the building, on to the terrain beside it. My only guess is that there was a guard on the roof that I did not notice. I stayed in the spot for a good 3 min hoping that'd be long enough for things to be fine, then started moving away and got the fine and alert that i ran during a scan.
Next time it happens i think i'm just going to log out without moving lol

Yeah you basically trapped the guard behind a wall, sometimes they will work out a way around and eventually get to you but you left before then. The radar should show you the location of the guard nearby.
