scanning an npc at a base caused an aggresive responce?

Just wanted to check if this is expected behaviour, because I cant remember this happening before . when i was at a base in an anarchy system i scanned an npc through a window . the scanner wasnt in id clone mode but normal mode , it caused an aggresive responce. anyone ?
 
As one of the loading screen tips suggests, scanning an NPC might trigger an aggressive response if they have a bounty. To avoid NPCs reacting, make sure they don't see you scanning them.

I would sound the alarm aswell if a stranger just scanned me and I had skeletons to hide. If I can get my friends to help me get rid of the nuisance, sure I would
 
I thought it was rather odd that the npc triggered the alarms and the whole base turned against me.
So let's say you go to a gang hangout, pullout a roll of bail bounties, start checking everyone out then start eyeing one guy in particular. You expect the rest of the gang to just sit around and say "Fair play mate, you got him square. Bob, you shoulda stayed home today!"
 
Some things on foot just don't work exactly the same way as they do in your ship and I think this is a good thing, a lot of the time. In fact, I'd prefer it if more things were like this (such as taking out a target silently not applying a bounty against you unless detected).

If you wish to scan a target for a bounty then do it when they cannot see you. It's not a problem if anyone else sees you, it's only important for the target you're scanning. But, I am pretty sure that you'll only get bounty targets if it's an anarchy settlement. So you can just shoot them and scan them afterwards for even more safety. Only, of course, then you don't want to get seen doing it unless you want to get into a fight.

Finally, if you disable the settlement alarms, no alarm is ever raised irrespective.
 
I ain't been scanned ever...in 18 mths!
Cool build ship can stay in silent running for about 6 minutes before I pop a sink (I have 4), and it reverts to 0 again hehe...
Did my time recently to clear the bubble wide fines/ bountys.
160 mill sheesh...last one was double that...annual clean out.
Time to start another campaign of boots filling@!
Being scanned isn't good. Don't let em.
Especially in my way of credits earnings.
If you scan a ship you can get rewarded with encoded materials. So it's a good habit to get into.

On foot is twofold.
Either you go in terminator style till all dead n looted power off sod the bountys.
Or sneaky sod mode. Having done both it's a question of how you move about the base.
Timing etc. Having a wep capable of one shotting a guard close by without sound hehe. Double silenced for indoor clearence as well.
I've unlocked most of the on foot engineers but I did not enjoy the non violent heists.. but needed doing to unlock em so... I prefer terminator mode. Much more fun.
But in answer to the Op. I only scan the corpses. Unless I'm cloning a dood in which case always from behind followed by a round to back of head

An executioner or AR50 with long range can drop targets without anyone else noticing without audio masking.
 
It's a choice I feel is not right, to some extent. In settlements that are lawful, the person scanned that turns up wanted should be hostile themselves but should not get the assistance of the settlement at all and you should not be or be hit with a bounty if you fire on them since we have no non-lethal actions. If you are in a non-lawful settlement then pulling out a scanner should be like pulling a gun and they should respond with hostility.

It's weird they divorced it from the rest of the space game. If KWS scanning someone in space or near ports is not prohibited nor does it pull hostility in itself, then why are there totally separate rules at settlements?

Man you could make some nice missions where a person had to hunt down the wanted NPC at a settlement, low pay and easy in lawful settlements where scanning is allowed and you only fight the target or his associates once found but much harder in anarchy where just having the scanner out would get you shot at and uncovering the guy might lead to a full-blown fight with the whole place.

The trick is we're not in a city like GTA/Mafia. It's more like a militarized base where everyone works for one faction (including tourists on holiday in the resorts). It's more like in Far Cry 2 and co. It's therefore normal that the whole base turns against you if one of them is attacked.
It's a pity that FDev only made this choice but that's the choice they made.

Kill first, scan later if at anarchy.

If anywhere else, then scan first, if they got bounty, its legal kill then.
