Does this happen to anyone else? I haven't played in a while, but this has never happened before, so I think it might be related to the last patch. The frequency varies, and the game isn't slow or glitchy, and it doesn't crash. The screen just goes black for a split second and I don't know how to stop it. I have submitted a bug report on it, I just want to know if anyone else has experience with this or knows how I might solve it.

Your graphics card might just be at the border of overheating. If the temperature fluctuates just a bit, it might not stay long enough at the temperature at which the graphics card shuts down. If you don’t already use one, you could install a utility to check your temperatures, e.g. CPUID HWMonitor.

I get that when there is a spike on the mains supply. Had a fridge plugged in the same ring as my PC and when it switched on or off the screen would blank momentarily. Nothing else on the PC effected. I plugged the fridge in elsewhere and it stopped. If that is the cause for you then a mains smoother may be the answer.
Like Jileha mentioned the graphics card overheating could be a problem.
Overheating issues can translate to different kind of issues.
Reinstalling a driver could help. imo first thing to try
Check your (monitor) cables, old cables can cause some issues.
Maybe try using a different monitor to exclude monitor issues (if available)
Verify your steamfiles or reinstall game
How old is your PC/monitor? For example: After 5 years of "heavy" use, you'll bound to encounter some hardware issues.
Most times those issues pop up instantly, usually with high demanding games.
Not excluding an in-game bug, but flashing screens usually means hardware/driver issues.
Overheating issues can translate to different kind of issues.

This would be the first thing to do, especially check if the cables are fully plugged in your pc and your monitor.

I should have mentioned this originally, but I play on my Alienware laptop, not a desktop. It's only 2 years old, and I always use a cooling fan with it, especially when playing games.
What are the specs of your laptop?
Even though I don't have that much experience with laptops, same much applies
- Graphics card driver
- screen cable could be loose or damaged - you can connect your laptop to a monitor and make that one the only primary screen to test it out. Really depends on how you handle your laptop (travel a lot etc)
- for a laptop the backlight even can cause some issues with your screen. Check if some aren't working.
- verifying files or reinstall game
Cooling fan is very good but i'd recommend (like Jileha mentioned) to install a temperature monitor software. Maybe it's not enough?
