Newcomer / Intro Settlement defence emplacements - when do they fire..?

Specifically, when will the following become hostile and open fire:

Settlement Defence
Ground Turret

... it looks to me that you can disable these by using the screens (usually in the CMD centre) or by taking the power regulator and shutting the settlement down
