So, I took on a few settlement raid missions to exterminate members of the HIP 13644 Clan. Went to the system and searched the settlement list for bases they own (we really could use a way to filter that base list by faction btw!), and found that they only own one settlement (which I later confirmed via EDSM). Made my way there and turns out, the base has no power or staff present. There were a few scavengers which I quickly took care of, but none of them counted towards any of the mission counters. I scoured the base as best I could, but found no other signs of life, which was confirmed when I checked the staff manifest.
This is my first personal encounter with something that I would call "game breaking" in Odyssey. I've had a few visual bugs and mission reward glitches, but other than that my experience up to this point has been fairly positive.
So my first question is, is there anywhere else I can find these guys? This is the only base in the system (or anywhere) that they own, and they aren't at war with anyone so I won't find them in a CZ. Will they be present at any surface crashes/POIs or something? And if so, is there any way to scan for them using the DSS/FSS etc, or would I just have to visit them at random and hope I find my targets...
Second question, I was wondering if there was some way I could "summon" them to the base. My idea was that, if I were to restore power to the base and trip the alarm, would that summon my targets? This is far more work than I'm willing to put in this late in the evening, and seems counter-productive to the entire point of the mission itself (in-universe, I feel like my character would just report back to the mission givers and let em know someone else already wiped out the settlement). But I'm wondering if this would be possible in theory. It would involve stealing a power generator from another base, using e-breaches to get into my target's base, getting the power back, and then somehow triggering the alarm. Perhaps attacking one of the defense turrets or something would do the trick, but would that even cause them to send reinforcements for me to take out?
Regardless, unless there's a quick and easy way to find these guys tonight, I'll just have to abandon these missions. But for future reference I'm wondering if any of what I described would work, or if this is just one of those bugs with no workaround atm.
