Settlement raid targets won't spawn, any way around it?

So, I took on a few settlement raid missions to exterminate members of the HIP 13644 Clan. Went to the system and searched the settlement list for bases they own (we really could use a way to filter that base list by faction btw!), and found that they only own one settlement (which I later confirmed via EDSM). Made my way there and turns out, the base has no power or staff present. There were a few scavengers which I quickly took care of, but none of them counted towards any of the mission counters. I scoured the base as best I could, but found no other signs of life, which was confirmed when I checked the staff manifest.

This is my first personal encounter with something that I would call "game breaking" in Odyssey. I've had a few visual bugs and mission reward glitches, but other than that my experience up to this point has been fairly positive.

So my first question is, is there anywhere else I can find these guys? This is the only base in the system (or anywhere) that they own, and they aren't at war with anyone so I won't find them in a CZ. Will they be present at any surface crashes/POIs or something? And if so, is there any way to scan for them using the DSS/FSS etc, or would I just have to visit them at random and hope I find my targets...

Second question, I was wondering if there was some way I could "summon" them to the base. My idea was that, if I were to restore power to the base and trip the alarm, would that summon my targets? This is far more work than I'm willing to put in this late in the evening, and seems counter-productive to the entire point of the mission itself (in-universe, I feel like my character would just report back to the mission givers and let em know someone else already wiped out the settlement). But I'm wondering if this would be possible in theory. It would involve stealing a power generator from another base, using e-breaches to get into my target's base, getting the power back, and then somehow triggering the alarm. Perhaps attacking one of the defense turrets or something would do the trick, but would that even cause them to send reinforcements for me to take out?

Regardless, unless there's a quick and easy way to find these guys tonight, I'll just have to abandon these missions. But for future reference I'm wondering if any of what I described would work, or if this is just one of those bugs with no workaround atm.
 
After this happened to me I basically figured that the only practical way to take these missions is if they stack with one that sends you to a specific settlement.

Otherwise you can pretty much guarantee you'll never see the right faction members.
 
I've no idea if this is on the tracker but it's a 100% bug - these missions cannot be completed because they point you to inactive settlements in every case. I just avoid them. If it's on the tracker, it just needs people to get focused on sharing and pushing it to get fixed.
 
Try taking larceny missions in the same system - criminal minor faction members will turn up at the smugglers' hidden bases and they could be from the minor (criminal?) faction your original mission wanted you to target.
I should probably point out that I have twice tried the solution I suggested above and it worked for me on both occasions.

This happened to me too, I think it's an issue with the BSG and the missions not syncing up correctly. The target faction was in civil unrest, so all their owned settlements were in shambles. I've had these work correctly before, but the target faction was in a different state. Seems like they need to add another round of logic to the mission generation to check if the target faction is in a viable state in the target system.

Yep, the faction was in Civil Unrest, so I guess that’s the problem. I’ll search the bug tracker and see if it’s on there and link it, if not I’ll make one myself. Now I know to check the target faction’s state before accepting the mission.

Try taking larceny missions in the same system - criminal minor faction members will turn up at the smugglers' hidden bases and they could be from the minor (criminal?) faction your original mission wanted you to target.
Ooh, I’ll have to try that next time I’m on. I ended up abandoning the missions cause I had to sleep, no loss apart from a small amount of easily recoverable reputation. But if this works it’ll be the temporary workaround I was hoping for.

Thinking about this some more, I'd wager some of this is from the general beating the anarchy factions have been taking in the BSG since EDO dropped. They're often the targets of these missions, so their states have eroded. If you don't mind doing the crime, might want to see if you have better luck taking missions from anarchists against other factions.
