shield breach attack

Burst lasers have effect that hits the hull directly (in part). Can’t remember the name, though. Northpin might have it with Phasing.
 
phasing damage is absolute as well, so hull resists don't count against it. iirc there was a guy out on distant ganks that built a ship literally called the "hull tester" that was taking people out that had given themselves big shields but no hull reinforcement to save weight.

You remember correct.
That was a Plasma Accelerator Krait. And it was the single most dangerous ship to all those sufficiently shielded Explorers which skipped on hull, including me :)

Edit: yes, they work on cytos and they work very well.
 
Yeah, and running two of them on a DBS really doesn't tank my capacitor as much as corolis suggested they would. Might look into a memebuild on one of the alliance ships at some point. Just go full rapid-fire-phasing on every hardpoint with yellow weapons and do my best impression of the goid lightning attack.
