Shield Icon Next To Settlements

What is this funny little shield icon next to the settlements in navigation? The pluses represent the security level but what does shield fullness mean?

Also as a side note these settlements are conflict zones and the shields are only visable in the navigation side tab while in the system.

Noticed that, too. Haven't figured it out. Saw them in non conflict zones too.

My guess is it might have to do with the amount of anti ship turrets a settlement has?

I guess it is "security level" 1-2-3.

Yeah, the +++ markers were displayed separately from the security level before.

+ indicates settlement size
The shield indicates security level

A little bit more variants with ++

So half-filled is medium security? And empty one is low?

Corresponds with "Threat Level" on system map, so yes, security.

I am curious why FDev didn't put it on the right side where all the icons like wanted status, missions type etc

An explanation could (or should?) have been included in the patch notes.
FDev are being too vague at the wrong places IMO.
